It seems that the common consensus is that there are not enough players up in those higher trophy levels. You offer people GEMS, and they will start coming to Titans. Not sure how that logic does not make sense to you.

I think that Titan is having growing pains right now. The cup offers are happening so they can pull up more people into Titan. The more people means the less clouds.

Unfortunately it comes on the backs of those already there. So saying it's going to work itself out in 6 months to a year doesn't help anyone right now

SC cannot make up players. The problem (clouds and low cup offers) is there are not that many players above you and most are probably online or shielded. There are only 200 people in the world above 4797, so that is why there are attack issues that high. There is nothing SC can do to change that, it is just what happens at the top...

They could help with you not being attacked by people that low (assuming non-revenge), if they didn't let people go up by more than 200 trophies, but it maybe required again because of the low pool of players...

So I guess you missed me saying I get why I no longer see whales to attack. That's not the issue anyone in T2+ complains about. After a certain point you know you're the whale and that's fine. The problem is regularly getting attacked by people significantly lower in cups. Before this last update, I never had issues with someone six hundred cups lower than me finding me in seconds while there's tons of titan 1 & 2 players not seeing a base at all. Whatever they did surreptitiously to change matchmaking has created this mess.

the gems aren't for the people there already, necessarily, they're to lure more people to come there who might not have maxed bases...

If your idea of fun is attacking bases, then I suggest moving down in trophies a bit.
