The amount of cups you offer has nothing to do with TH lvl, its all about how far above/below the attacker/defender are away from each other. There really is no one up there +/- 2 of his TH lvl so doubt he gets attacked, if he does its probably by the same people over and over again. Supercell really needs to fix this though, that way TH10s would be able to find him.
No. Cup offers are based on cup differences between players, and ANY base in Titan league will show up as a huge offer more often than not. Even players near the bottom of the global leaderboard could get a cup or two off him.

Supercell does NOT need to "fix" it.
There is no reason to mess about with the matching just for the sake of a very small number of players.
There are 10s of MILLIONS of players of Clash, and I doubt if there are as many as 100 TH4 or lower who have ever made Titan league.
So almost certainly less than 1 in 100,000 players. WHy should they "fix" the game mechanics for that small a number?
Since the matchmaking helped him get there because nobody higher than TH4 could see him, I suggest SC put him back and 800 trophies and he tries to climb back up with everybody able to hit him.
Before the matchmaking change I made sure I 3 stared any TH6-7 or TH8 I saw in master or up. And I'm sure I'm not the only one.
How come he is not revenge like crazy? It's not like the TH3 he found couldn't clean him out.

The match-making did NOT help him get there. It was changed two updates ago, and that was what created this problem. There are actually only a few players up there in these lower TH levels, and they now can only find each other.
He does get revenged, but only by the same few people he ever sees. There are a couple other good sports, who have also climbed up there with low level THs, who are now feeding him trophies, to see how high he can go.

It's not a matchmaking problem. The problem is that TH2s shouldn't be up there. Only TH10s and maybe a few TH9s sprinkled in here and there.

It shouldn't be easy to get up there, but it shouldn't be impossible either.
If he puts in the time and effort, why shouldn't he get the reward?
Surely the next step is to create a few extra accounts and just perpetually fight himself, it won't take long to max a TH2. Well played on finding an exploit but there are much bigger challenges out there for most of us.
Good point! On another note let it remain, he should be happy no one can find him, that way he can pretty much remain there forever without effort.
