In these events it's important to take screenshots of the chat and the player's farm and the report the player to SC using the in game settings and include the screenshots. Tap the settings wheel top left -> settings -> help & support -> contact us. Start the conversation and reports what happened including the screenshots.

Do not just tap the report button through the chat (well you can) however all it does is ban someone from chat for 24 hours if enough people report him and nothing more.

Not to worry he can't do anything to the NH or your game unless you'd make him leader or give him the log in details for your GC/Google+ and or FB account attached to the game.

This is obviously nothing more then a scam and quite frankly a lousy deal as well. For 20 ish dollars you could easily buy a 570 pack of diamonds. (Even more if using some discounts should you get an offer) for that amount you could easily hire Tom 6 times for a 10-day period if you use the discount balloon and you'll have some diamonds to spare. If you do 7 runs per 24 hours and wait for the 9 axes that would total 3,780 axes and it allows for night time sleep time.
Obviously this is still somewhat of a tight schedule however if its 1000 axes you'd be after you could either do that with 2x hiring Tom on this schedule or a very relaxed schedule when hiring him more often.
