I will not allow players that have no good offense troops in my clan, but on the other hand having everybody only maxing his offense without defense also makes no sense. The matchmaking also considers your offense troops. You dont win a war by getting 3 stars on every opponent base. You win the war, by getting more stars than the enemy. Last war we really sucked at th8 (having troubles because we are a dragon clan at th8 and they do really suck since the upate), requiring many th9s to hit down not getting all of them 3 stared, but we have some really ugly bases on top with strong defenses. We got 10 stars on their top 4 bases while they got only 4.
At th8 it works the same way. Having ads lvl6 means if the base layout is good, the enemy th8s will not take it down with dragons. Either they have strong hog fighters using a high th8 or they need to hit down from th9 reducing the attacks at th9. If your ads are lvl4, you get 3 stared by a th7.

The real reason why clans prefer maxed bases is not because of offense or defense strength, but because of skill. Having all walls maxed at th8 means they have spent a lot of time on the game and have the skill of a th9. The same goes for maxed th9s that have the skill of a th10. Walls lvl10 will not matter at all, because everybody will jump over them. What matters is that you dont progress in the game and gather more skill. The matchmaking wil match you with high th9s without maxed walls and you will beat them because of skill. My th8s bashes all the th8 bases, simply because my skill as a high th10 is much higher and my th6 account bashed all the enemy th6 even if they are maxed while they cant beat a th5, simply because I know how to lure the valks in the cc and take out the ad for a loon cleanup.
