I think you should upgrade the troop you use most.
But i'm a great fan of the healer...
I'd say rage. A lot of strategies use it as a primary spell

Just upgrade what you use the most in attacks. But i'd say PEKKA.

It's either healers or rage spell, if you even use healer 1 in 10 attacks you should upgrade that, but if you absolutely never use healers then upgrade rage spell.
Don't upgrade pekkas, at th 9 lv 3 pekkas kinda suck and valkyries just trump them in about every possible way. Maybe lv 4 and 5 pekkas are worth it but you get that at th 10 so they can wait for when you are maxing out th 9.
