Will putting my DE storage outside help me?

Depends who's hitting you and how many trophies you have up for grabs.... If it's someone around your Lvl I would say they're most likely going to try to attack you with everything they've got... If they are a Th10 or even a higher Th9, then most likely they're just farming and they're just going to go for your loot. However, I'm willing to bet that 70% of the time you'll be matched with someone around your Lvl.
So in my opinion, the short answer to your question is no, it won't help.

My question is will putting my de storage outside make ppl just hit it and stay outta my whole base?
P.S:I put my th outside but some ppl will hit me 2 star and -10 - -20 Trophies
P.S #2:im in master 1 - 3030 pushing to champs.DE isnt important for me just need trophies!

When I was on master 1 trying to push to champ, I kept my DE Storage exposed. It had 140 k DE So the enemy can have 3 k de just by dropping few archers.

Guess what? Players were greedy enough to take my Exposed DE and trophies. But luckily I won the defence and reached champ lol. So I'm coming to say that keeping the storages outside for trophies is an bad idea.

Like I said, no. A trapped TH8 won't even phase a TH9+

If you are pushing and dont care about loot, make your walls say take me to champ and put loot on one side of the base and th with defences on the other. Some will give you cups just to show their clan the setup and get free loot.

I wouldn't trap. I'm a th10 in crystal 3 just farming. I recently went to snipe a th8 for the league bonus with my queen. After the tesla popped instantly popped the royal cloak and dropped my entire gibarch army. Easy 3, and stole all the trophies. Trapping the th post me hero regen time which meant I was leveling the base. Would have been a one star snipe otherwise.

I'm a th9 in masters farming. I personally would just snipe you and leave you alone....unless you were holding stupid loot. Dropping all your gold in walls is the best way to avoid that. Leaving de is a possible solution. Trapping is a bad idea as others have stated. Best way is only play when you can play for long periods at a time. Interestingly I've bee hit by champs lately for 1-2 cups. Hopefully you will see some of those too.
