Looking at his (the OP's) use case, the only viable workable solution is to make it so you can put the CC to sleep (or choose to set it offensively/defensively or both if you really want to complicate it; personally I think putting it to sleep is easier to implement and understand; if your CC has troops and you see little Zzzz's coming out of it, you know the troops inside won't defend your village, pretty simple).
SC should be encouraging folks from different time zones and countries to play together: not being able to "save" CC troops donated by players in another TZ discourages playing together. Now I'm not a business expert, but even to me that sounds bad... (EditSC already seems to understand and support this with the way clan wars are set up: 24 hours of prep day, 24 hours of battle day. If they didn't care about players from different TZ/countries playing together, they could have reduced clan wars to an 8 hour affair...

PS: If you can show me how to keep my request active in chat for more than 10-15 minutes when chat is really busy, I'd appreciate that too. I mean, golems and hounds take 45 minutes to cook, by which time my req is often lonnnng gone.
