Everyone has noticed it. People are noticing it since CW started. Check stickies before asking such noob questions.
This is ruled out. It cannot be fixed because it is not a bug.

Hello and welcome on the forums. Please read the sticky threads before creating a new topic, since you might find out the idea you are about to suggest has been ruled out. In this case, your suggestion cannot be implemented into the game because it was ruled out by SuperCell. This has to do with preventing abusing this feature to gain fast levels; people would keep on donating and retracting the troops to get xp.
