A new defense tower, at the top of the tower hoards of goblins sit waiting for an enemy attack. Once the enemy is in range the goblins run out and try to steal the weapons.
The attacking power of any troop without weapons is reduced by 50%.
The goblins in the tower are the same level as the goblins from the barracks with the same hit points etc.
Upgrade the tower to increase the number of goblins.
Like the general idea, but it needs some tweaking. Maybe the goblins deal no damage and steal weapons only from barbarians and archers.

You know that in order for the goblins to steal the weapons, they would need to change all the troops to be able to "give" or "lose" their weapons, which would be too much to change just for a tower. If it's to add a troop on top of a tower, I'd rather have a ranged-type one.

Barbarians, archers, wall breaker, pekka, hog, Valkyrie have weapons... It would only work on them
according to you they will weapons from all the troops.
Barbarian - Imagine a barb without a sword, like its attacking bare fist
Archer- Archers are of no use without there bows the same case as barbs
Giants - they don't have any weapons probably they would steal their knuckles ?

Golem - doesn't have a weapon
Witch - they will steal the staff or probably put stones on the ground so that skeletons don't rise
Lava Hound - now, just imagine gobs trying to jump on a lava hound wouldn't they be fried crisp.
(probably i would have told about all troops but don't have the time to do it)

The problem was not how many troops actually have weapons, but how much work would be needed to get this working. SuperCell would need to change the models of each of the troops you mentioned and create a version of them without the weapons, then when your goblin tower would steal their weapons.. they should witch to the other model and.. punch? Nah, way too much work. Disagreed.
