Because I am receiving multiple requests from one clan leader and have rejected the clan requests multiple times as well as joining the clan to try and deter any future requests, I have a thought as a potential problem to this.
After a number of consecutive rejections (to be determined by yall) to join the same clan that there be a time out/cooling off period before requesting the same person to join that clan.
Just ignore the suggestions and they will go away, or get into a clan and look from there for your next one instead of staying clanless. I don't think the invitations are such a burden and I only consider this to be an issue on a very limited number of times which would make coding it not that of a top priority.
