Theres a few things.
So first off, take the top 10 peole that you went to war with, and ONLY take those who are attacking. When I started the Shadow Ravens, we started our first war ASAP, with the top 10. I recruited like mad, and my goal was to have a 20v20.
Step 0:
Establish the identity of your clan. Are you a war clan? A farm clan? A donation clan? A push clan? My clan is 100% war focused. With players who are 90% serious about the game. ♥♥♥ does that mean? We are serious players, but we all have jobs, and families that come first. We will never be as good as EE, or Onehive (though we have our moments) but we are certainly a top 10% clan.
So you can be as casual or as serious as you like, just enjoy the game the way you want to enjoy it - and recruit others with a similar mindset. Not everyone wants to be hardcore.
So step 1:
If you're going to war, war constantly, back to back. Players can now opt out. So if they want to war once or twice a week, they can opt in when they want to war. This will keep players interested, and active.
Step 2:
Have a clan goal. "I want to win every war" is not realistic. Be SMART about it (Specific, Measurable, attainable, Realistic, Have a time table.) So a good first goal might be to have 3 Ten vs Ten wars, with all attacks used.
The second may be to have 3 ten vs ten wars with No failed attacks.
Step 3:
Running a clan is freaking work. You have to donate, squash drama, teach players how to attack, and engage with them in chat...you have to play a lot...
