Surgical hogs is when instead of launching your hogs in a straight line and single file, you send them out all over the base (usually on two or more sides of the base) in groups of maybe 3-5 hogs so they take out more defenses and less of them have the chance to get killed from giant bombs. It usually works pretty well but you have to make sure you get lots of them in a heal which is the tricky part.
