I find it depends on what you, and your clan needs.
I believe Hogs certainly have better 3 star potential than Dragons. However, they also have greater potential to fail miserably for 0 stars, such as an incomplete lure or getting caught up on a double GB. Where Dragons are a safer 2 star and try for 3 strategy.
Depending on the hall balance of your clan, attacks remaining etc I find is key in deciding which one to try.
Similar to TH10s who use GoWiPe for a safer 1-2 stars as opposed to risking getting 0-1 or 3 with tactics like Shattered Laloon.
My alt account who has gotten Hogs 4 for less than 3 weeks, I have gotten far more consistent 3 stars with hogs than dragons. The unpredictable, slow movement of drags make them hard to use and I even fail against AD555 bases, simply because they're too unpredictable (and piloting errors).
Ever since I learned surgical hogging (yes, I surgical TH8s), I have consistently gotten many 6 star wars simply because hogs are really OP against other TH8s. I do have some experience with hog pathing due to using them on my main and knowing how to surgical loon, so that may be a factor

- At Townhall 8, maxed most of my defenses
- Maxing most of my troops out only a couple left
- Maxing Barbarian King out; nearly there
- Farming with Barch in Gold 3 - Gold 2
Hogs are great, but the increase of building hit points and the hair dryer/leaf blower has had a huge impact on dragons. This is the 2nd time that Supercell has increased building hit points. So the slow dragons just sit there and get shot more, and when it's a max th8 the arch twrs and teslas can do some damage along with the air mines and lvl 6 air def.
I have a preference for hogs, but since I've been TH9 I'm kind of missing the Dragons. Were my bread and butter for a long time.
only at level 3+ (aka th8 and above) because below that you have a malnourished Ethiopian tribesman on a poorly fed piglet. At level 4 it's Mr.T with an AK47 on a motorbike. Level 1 and 2 get killed by Giant Bombs ( you don't need DGBs, one does the job). Dragons become somewhat unreliable at th8 and above.
It heavily depend on base.
For wide base with lots of double spaces for giants bombs and centralize well place spring traps, hogs are a big risk.
Generally dragons are easier but hogs are more difficult and needs more skill.
for dragons you only need to funnel correctly and drop rages and cc loons at a proper moment but hogs running is more difficult.
Some bases you can 3* with drags, some not. Same with hogs, it really just depends on the design.
