a) Manage your builder times better, so you can have one available every 1-2 days.
b) Purposefully hold a builder back to work on walls.
c) Gem
The game is balanced heavily on build times, for both SuperCell to make money and for the game to continue to produce a reasonable amount of loot for everyone to raid.

The times I think are very well balanced. People need to remember that this game is a marathon not a sprint!! If everyone was running around with max bases due to shorter upgrade times, I might lose interest in the game. Just because it would lose that achievement factor. That's what makes this game; fun long term enjoyment, not something you can "beat"

Im pretty sure SC didn't make long wait times for people to get bored and spend gems. Pretty sure they made it so getting to a fully maxed base wouldn't take a few months if you can just constantly be farming. Plus it would bring down how much gemming a fully upgraded would cost.

Those issues are all intertwined; the upgrade times have several purposes.
Perhaps I should clarify about the "bored" bit though. What I mean is that upgrade times are a limiting factor to your enjoyment of the game, one that can be removed through spending. All SC games, and most freemium games in general, use that or something similar to some extent; it's an effective way to make money. You're correct that it does prevent the game from being too easy, and helps ensure the longevity of the game too though. All of these reasons are core to SC's primary objective: making money by producing games that have wide appeal and staying power. Regardless of which aspect of it you want to focus on, long upgrade times have no chance of going away.
