I did that as a th8 moving to th9 and 1 million TOTAL loot was stolen from me. As for the exact number, I'm not sure.
It really depends on the th lvl too. Are you looking for a specific scenario? Such as th9 vs th8? Equal th lvls? etc?
2.2 million (not including DE) is the max you can steal (has to be a TH10)

I don't know what's the maximum in the game, but this is the maximum loot available loot I ever had... and the attacker just TH sniped me.

Edit: highest hypothetical loot is from someone with a level 10 clan and full storages, cc, and collectors. That would be 1.4million of gold/elixir. Plus 8,100 dark elixir. Currently, this is impossible as there are no level 10 clans.

I asked because I am at TH8 with near full storages. I'm scared someone is going to hit me hard. I made the awful mistake of not upgrading to TH9 quicker because I wanted a max out TH8 base which I have. I currently don't have enough gems to buy shields. My builder is working on that TH9 upgrade so I also don't have enough gems to make him finish it quicker.
They took out the loot bonus ages ago. Town hall has no effect on the maximum possible loot.

If storages collectors and cc is full u can steal 1.2m each gold and elixir and 7500 dark elixir for a th10s available loot that's the most I've seen but before changes to the loot system it was 1.5m each so not sure exactly

The current maximum loot comes from raiding a TH10 with full collectors and 4M or more in storage. This means that the maximum calculated loot, for each gold / elixir, that can be stolen from 1 opponent is: 400,000 [from storages] + (7 x 100,000 [from collectors]) + 1,000 [from TH] = 1,101,000. If you add in a full clan castle this maximum can be as high as 1,101,000 + 100,000 = 1,201,000. -source wiki-
