I think most are missing the point of the original post. It was not simply about rushers, but about individuals trying to skew war match ups in their favor. They create bases with zero defensive capabilities except for the original lvl 1 cannon they get from tutorial. They only upgrade offenses. They can easily be beaten by a th7, but they are capable of 3 starring most th9's. The result is trading 3 stars in the bottom of clan for winning 6 stars high up. Their total assets for war matchmaking are low due to the lack of defense and they are ranked with th7's.
we are starting to see this more and more frequently- last war had 2 such bases, both with max troops! Hopefully, Supercell is on this issue as it creates unfairness in wars. A good solution may be to require all defensive buildings be bought before upgrading to next th level, or giving more weight to "max" troops and heroes in matchmaking.
The 'better' of the 2 in our last war 3 starred with golavaloon our
two top th9's (both max defenses, just working on walls and heroes), but a th7 used all archers to 3 star him!
