New Clan Leader Feature: This feature allows leaders to see a players CW history.

This feature would allow a leader to view a players whole clan wars history including in other clans to see if they are active in clan wars or not.

I believe the clan wars history are strictly for that respective clan, so no players from outside the clan should have any privacy privileges, may they be Leaders or not. You can judge the player by his total war stars or war loot, or you can put him at test for several wars before considering him a part of that clan, but checking the war logs of other clans seems inappropriate.

Supercell said that they won't have anything negative on a players profile so this sorta ties in with this so I highly doubt this will happen.
