The whole idea of a clan is to act in a group of members, talk in the group and take decisions in the group. Private messaging would just encourage talking behind their backs or even allow the option to insult the others privately, which would bring a lot of reports for the clash support. If you want to have a private conversation with a member of your clan, then you should use some media to do so.
