You can move your unwanted troops from an army camp to encampment or if you want back to back attacks in war so you can train your troops and store them here so you just need to move them to army camps and again go to battle...

It's not gonna happen.
SC wants you to wait while troops are training. If you don't want to wait: use Gems (and pay $$$).
