I think that decrease the time of creation of the dragon is a good idea. Dragons are particularly useful troops at war but if we wanted "only" 10-15 minutes would be great

Dragons have a lot of firepower and health, so Supercell made the training time long so you can't do constant all-dragon raids. Anyway, they take up 20 space, so training an all-dragon army will take 40 minutes (if you have 160 housing and use all 4 barracks), much less than mass wizards or golems or pekkas.

20 space for 30 mins isn't all that much. Look at it this way:

30 / 20 = 1.5 minutes per 1 space. Now, look at something like the wizard

8 / 4 = 2 minutes per 1 space. So yes, dragons take a bit of time but considering their strength at lower levels it's quite reasonable.
