    I don't think it's necessary to 100% max. Leaving more than 1 builder idle is very inefficient. I upgraded to TH9 after finishing skulls but still had over a month left for buildings. Which allows me to be able to finish heroes and buildings at the same time if I wanted. However, I'm upgrading a bit early 2 weeks from now because lavas will be done and I want to hit TH10 after exactly 1 year of playing.

    Max all buildings/troop+spell upgrades, get all walls to LVL 9, then go to TH10.

    Do as much as you can for your heroes along the way but having maxed out TH10 defenses with LVL 9 wall is much better than Maxed out TH9 defenses with LVL 10 walls.

    It depends on 2 things (imo):
    1) If you are grinding and the game isn't fun, then what's the point? It's a game after all... It might be time to upgrade.

    2) What are your Clash goals? For me maxing my TH9 is my goal. I want to have level 30 heros at TH9 so that when I transition to TH10 I can reliable 2 star most TH10s in war. If I didn't care about wars, then I would have taken my TH9 account to TH10 months ago.

    My rule of thumb for clash-
    If you are into Clan wars max offense at each TH level before upgrading your TH (troops, spells, CC, heroes). If you are into farming upgrade your TH when the game begins to get boring OR when you have idle builders.

    I didn't, I got a lava core and heroes both above 20 and I moved up, plenty of players I knew at the time stayed to max everything. Of those none gemming farmers that stayed half quit cause of the sheer boredom of grinding walls, most of the other half are now all behind my develepment level, and probably will never catch up again.

    At Th9 it just doesn't pay to have builders and lab sitting around idle when you could upgrade.

    I have 15 more skulls to get to lego. No lavas. Heroes are 12/20. Everything else is maxxed for TH9 except troops and spells I don't use and don't envision using.

    When I finish the legos, I'm moving up to 10, regardless of where everything else is when I get that far. I'm headed toward TH9.5, so I can put all spare gold into walls while grinding elixir for the lab, camps, troop upgrades, etc. Any DE will go to the dark spells or heroes as feels right when I get that far.

    I won't be able to attack TH10s immediately in war, but as a 9.5 I'm not going to put any pressure on myself to try. The heroes will get there when they get there (troops too, spells too), and having another drill will help once it's level 6.

    If I had it to do over with my main account, I would have finished lavas before moving to 10 because I'm literally never going to do it now. Hindsight... these decisions are a little easier with a war-focused subaccount.
    If you need to ask "Should I upgrade my Townhall?", the answer is no.

    I think that the perceptions of the difficulties behind being a TH10 is a bit of a myth. As a TH9, you are already being hit by TH10s. True, you become slightly more attractive due to the removal of the loot penalty, but still.

    Besides, farming for DE is quite a bit easier at TH10, since you will have more troops, one more spell, and bigger CC. If you are bored, get yourself to a sweet 9.5. Personally, if you war, I would NOT build your infernos or new xbow right away (although some people disagree with that) so that you essentially remain a th9 in the view of matchmaking. I wish I hadnt wasted so much time at th7-9 looking back. It is so much easier to farm all 3 resources and to war as a TH10.

    Max everything. Take your time at th9. It's probably the most fun times you'll have in the game war-wise and farming-wise.
