Yes, you should save your gems for the 3rd builder.
I spent $40 US dollars to have my max builder of five. I paid more for Starcraft 2 and Warcraft 3. The upgrade times are ridiculous so more upgrades you have in parallel the better. I concentrated on upgrading all my gold and elixir to level 10. That's made it easier to upgrade my walls, towers, main base, etc. Now that getting gold and elixir is easier, it's really how quickly you can upgrade that gives you the edge in the game before you max out on everything...
By the way, how much is the 4th and 5th builder?
I bought $20 worth of GEMS thinking this would cover my entire cost, but I ended up spending another $20 to buy the max builders. I do remember having extra GEMS left over. My only real grip there was that if I knew exactly what my out the door cost in gems would have been, I might have opted for the $50 bag of 6000 gems instead.

2nd is 250 (they give you 500 gems free)
Really? Wow,they keep making the game harder and harder for new players to catch up...I Just don't understand the continued punishment to newer players, while nothing is done to negate the "time advantage" that the most experienced players enjoy
