So if I was in war, I could drop one on TH, wait it out, then drop another to destroy th? Pretty OP.

This spell doesn't cause damage at all You drop it say over a Gold Storage, X-bow, Inferno Tower, and Town Hall. One of your PEKKAs causes 500 damage to the Town Hall. Now, the Gold Storage, X-bow, and Inferno Tower take 250 damage. Get it? The damage caused by your UNITS spread from one building to all other buildings inside.

I wonder why there's no ground troop that can heal only air troops basically like a healer wizard with around as much health as the giant and can heal as much as the healer

That's exactly how it works.

Just as Jaron said. I'm not sure if that's good or bad in your eyes, but that is the main focus of this spell - not to cause damage, but to cause damage more quickly.

Maybe. I was thinking more for either Hogs or Loons, which are very powerful, yet only attack defenses.

Why would it? This spell is not an actual damage-dealer, and the point of the spell is to spread damage. It doesn't work on walls, heroes, Skeleton Traps, or Clan Castle troops, meaning that if I remove storages it would only affect non-resource buildings, defenses, and the Town Hall.
