Maybe the spell should do damage in % to all other buildings. Let me explain:
Say the spell has a base of 25% damage to one building (not the exact % I'm suggesting, but for this scenario it'll be). It is in the range of 1 other building. It does 25% damage.
Now, let's say it's in the range of 2 other buildings. It does 12.5% damage to all of them (half of base). And this goes on.
My suggestion:
Level 1: 50% base
Level 2: 75% base
Level 3: 100% base
Level 4: 150% base
Level 5: 200% base
So at max level It'll affect 1 building for 200%, 2 for 100%, 3 for 50%, 4 for 25%, etc.
That way, it won't be the only spell ever used in war... well maybe it'll prevent that.
