When viewing the clan, there would be a shout box where the clan leader can enter whatever they want, and change it whenever they want. So that whenever a clan member looks at the clan, they would be able to see the shout.
The shout could say anything from "no accepting strangers anymore", or "we will be starting war tomorrow". This way, the leader could say whatever he wants to his clan mates, and they would actually see it.
It would be different than mail, because it would always be on the clan where everyone can see it.
