Because once selected the prospective specialists have to be flown to the middle of africa where they must undergo several trials. Including running across hot coals, and spear fighting like in that one ace ventura movie all of which culminates in running away from a hungry lion with raw meat shoved in their pockets. So we're sorry it's taking so long, but none of them have managed to outrun the lion yet... Except Saleh of course.
