It's kept in differing perspectives, that is the issue. If a given nh simply does their best and never really cares what happens, that is all well and good for them. Other neighborhoods, who choose to make the derby a priority, recruit FOR THE DERBY, and i think its when these hoods recruit people and then find they are not doing good tasks, or not enough, they get frustrated, especially when you have a full nh of 30 and squeezing tasks out of non participants for a tight derby is like squeezing blood out of a turnip. I can see why this idea is recurring, unfortunately, it is not seen as a possibility.
I agree. I think it's fair for the leader to have visibility into derby totals of individuals in the NH. My entire 30-member NH agrees.
Some people think it's an invasion of player privacy; it's not in my opinion because the derby is the only real "TEAM-ORIENTED" component of the game. Why shouldn't my team (or at least the leader) see the task tallys of each player?
If Supercell wants, they could make it "opt-in" so players have a choice to be transparent in the derby, or not.

Ugliness is running amok as it is...not a good idea to feed it with more power.

I agree that if the nh was created for the derby (like ours, it's our priority) we would like to know that each one is working hard. And I also agree that not all the people are hardworking, not all the people are going to play fair. Some even use active nhs to get prises. Please keep it in mind. BUT. I also agree that some leaders can overact when get full information of derby.
As for us, me and my hoodies have made whatsapp conversation to share game news and screenshots with tasks (as soon as sc ruled out the idea to screen points for the leader and other members). And to call to help with boat :-D
If you are not only hoodies for the derby but if you also care about them even though want to run control of the points then build good relationships with your hoodies and each one will feel his responsibility and care about the hn altogether. It's the only way
