I agree its a necessary addition, and that wars should not end in a draw...
What if the second qualifier was Stars Per Raid? Seems like the logical second stat to consider when breaking a tie.

why not just have a "goal difference" in the event of a tie, the clan that uses the most attacks wins, or the most three stars wins. or the most bases defeated overall, since you could beat three different bases for one star and 1 base for three stars that would mean that the braver clans that only get one star would have the advantage over the clans that aim down in war?

I have three copies of pokemon, one for my Charmander, one for my Squirtle, and one for my second Charmander.
The easiest way to decide a winner in my opinion would be to split the battle day in half and see which clan has more stars in the first 12 hours of the war; that way, it forces people to use their attacks quicker in case of a draw, and no overtime wars will occur. If there is still a tie maybe there could be a rematch and the winner of the second war would be awarded 1 more star on the first war and win 2 wars straight

or maybe just compute for total destruction from both sides since it is in percentage ties will less likely to occur, plus this will encourage players to go for the 3s rather than push for an easy 2s. The most likely to be affected are those who try to 1s for looting purposes unless the computation will be based on the most destructive attack dealt.

Actually it isn't. Different troops have different AI's and so they all behave differently, even with 2 of the same troops (ie. 2 wizards may target different defences even if they're right beside each other at the exact same second) small differences can make a huge difference. Also, time could be a huge factor too. Sometimes, 1 second could mean the difference between a 1-star and a 3-star. Slight differences could potentially make tie-breakers unfair
