We have leaches by design...
We welcome newbies and like to help them. Some of them are siblings, wives accounts, daughters etc.
However, we like to be playing at a high level as well and don't really want low level troops in return so our donations are very "off". Also our high level players donate much more than they need as they mainly use the CC troops as defence only. Im at 2802/131 and another member is at 6051/1693. The only reason I even have troops requested is because I hit my CC by accident on raids otherwise i'd be at 0 still. As far off as these ratios are off none of it matters as long as requests are met and everyone is happy. There are no leaches because our clan has grown very tight knit. It wasn't always this was but during our growing pains you can easily spot a leach from a person that is just "less active". Kick those ones early on and you wont have problems. It's not worth the aggravation of trying to get a leopard to change its spots. After awhile of trial and error we learned to give one quick warning before sending them on their way.
