In my Clan we have a War Director. The Director starts the war picking the players, Gives the tactics and strategies for the war, Promotes, demotes, and picks the next Director. It works well, keeps all the players happy.

You need some stats. You don't have troop space, movement speed, health, DPS, attack speed, or, anything really.
Edit:
Since it is becoming apparent that you aren't going to be the next to post, this was troll to point out that this isn't a troop/spell, and shouldn't be in the troop/spell section.
