I can't verify that the league achievement stacks but that is basically what I did for quite some time and was able to claim all rewards in the end.
My main account has 19 uncollected achievements, total worth about 2k gems. 20th coming soon. A few of them already stacking. But I'm not collecting it anytime soon, so can't test for you

They stack, and you will have to click "claim achievement" twice for them. I had tons of gems saved for when I hit TH9 by not claiming achievments, and there were a few of them that stacked up like this.
