You probably are confused about the title, but there should be a button like if you used all your attacks or something or got perfect stars and theres a couple hours left in war there should be a button where you can say I end, and if the enemy also presses it, the war will end early instead of you waiting hours to start another one.
Its a good starting idea, I just think it needs some work.
It should only be available to the Clan Leader, even if he's not participating in the ongoing war.

May be a clan mail will go with a fixed message to other clan that the opponent clan leader had requested to end the war. Please accept deny. And that button will show on leader's war map only.
Might be some additional work for SC but a good suggestion.
