I've often thought it odd that you can get Pekkas to level 3 at TH8 but can't do any more upgrading until you reach TH10. If there could be one more step in the middle at TH9 it would make more sense. That way the TH10s are the only ones with max pekkas but TH9s are sitting a little higher than TH8s. Thanks
