So here I will suggest and idea where the wizard tower could be set to three different modes and they would be unlocked at TH 9 (not completely sure) but the level of the tower would not matter
So the first one is normal. This is just regular splash damgage that the tower normally does.
The second one is fireball. The base of his podium could glow red/orange and he could have a fireball in his hands. This attack does damage over time but obviously less powerful but still splash. When he hits them he moves onto another target until all the troops in his range are being burned and that is when he just attacks them again and again but without the stacking of damage over time.
The third idea is freeze. The base of the podium could be ice crystals and he could hold one in his hand. This would only be single target and doesn't do damage. The freeze would be around 2 seconds and it favours high hit point troops such as golems/lava hounds.
I am open to criticism and any minor changes you would make :P
