My friend recently got to th9 but something happend and he lost his village but support can't find it so I'm asking if anyone of You knows someone who isn't playing and who is willing to give away his account with townhall 8 or maybe 9 to my friend so he hasn't have to start all over?

I don't know but he accidently connected new village to google plus account
Sorry you can't buy sell or "borrow" an account on here for reasons mentioned it's not allowed by Supercell.
Support should be able to help him if it's really his account.
