I really like this idea. One of the best actual ideas I have heard in awhile. A lot of time I have been in place where my last war effort was horrible and was like, ok I will opt in if needed but want to stay out for one.
Only amendment I would make is maybe have a small explanation as to why it is yellow. Something like AQ down, meaning will war if needed but will not be as strong as usaul.
