A few days ago you were looking for a clan, mentioning "improving my attack strats", so it'll be hard to start your own clan.

From an outsider's perspective, you're a TH8 with no max troops, you said you need to improve your own war attacks, you don't know how to advise TH9s and TH10s, and you're 17 (Older people will have ego problems listening to you and you'll have times during school where you're inactive).

You can opt in an out out war. We need at least 10 people to be ready to war though for the beginning.It would be nice if you have some experience on some war attack strategies. If you need help improving we will be than glad to help you improve overall as a better Clasher. Just say you found the clan on forums if you decide to join.
