Would be a non issue because you know the healer will try heal the 1 space troop Archer or Barbarian and not the PEKKA.

Bringing another cc level means we will need another camp upgrade. 40 archers or a mix of 36 archers + 1 wiz will kill a lot of attacks add to that many possibilities. So to counter that we need extra troops.

Don't think it will come alone but within a whole townhall 11 package with an extra spell maybe. At th10 chances of it coming is nearly 0 as this never happened at a single townhall to have 2 cc upgrades.

But this is going to be really a new challenge for attackers and also a new advantage for them.

Well let's just say its super overpowered and better to leave the cc space at 35.

I'd expect a new CC level once TH11 is released.
Just like extra camp space for the attacker, so it will be balanced.

3 witches=weapons of mass distraction. And the rest of the space is for 1 wiz.Group of witches,as long as they are alive, would simply resurrect more skellys every time they are killed. And assuming they are separated from skellys, killing them altogether with splash damage would be much harder(Most of the splash damage troops have too small splash damage radius). The fact that witch is slow moving while skellys are fast moving would making them closely packed harder and kill them with splash damage. You may need more troops to gather them altogether in one place
CC troops that is able to distract enemies for long amount of time is ridiculous. That would make 3 starring too hard.

surprisingly, goblins are actually pretty effective in cw ccs lol. Someone attacked my base if Forum Troopers event and got 38% cause the goblins did a lot of damage and were able to move fast.
