It makes sense to change clan names as much as it makes sense to change player names: either both or none of the two should be allowed. I cannot think of any reason why it is ok for a player to change name but not for a clan.
To give a specific example, my clan is a relatively old clan and it is called Greece for a reason: back in the early days of CoC clans did not have a location associated with them, so for a clan to indicate that it wished to recruit Greek players it had to use the name of the country as its own name. This is why there are many clans out there called Greece, but also USA, Iran etc. Now that clan location is a search parameter, this practice is no longer needed and we would love to change the name of our clan to something more interesting if SC would give us the chance.

If that's the case, then make the clan leader choose whether to change clan name or not. If he chooses to retain the current name, then his "FREE" chance to change clan name would be gone. Something like this scenario:
Would you like to change your clan name?
[YES] [NO]
If [YES], type your new clan name.
Then press [CHANGE]
If [NO], ask if clan leader is already sure about retaining the current name. (another [YES] or [NO])
If clan leader chooses [YES], prompt that "Clan name change option will be gone once you choose [YES].
If [NO], go back to the question "Would you like to change your clan name?".
Once you have changed your clan name and you want to change again because you made a mistake or you got sick and tired of it, the option to change it by using gems comes into play (at a reasonable cost though).
By the way, the chance to change clan name for free would be applicable once the clan has reached a certain clan level (level 5 up for example).

I do get your point and I am saying it won’t work
If a person can get hold of your device, they can change your clan name on a whim. The number checks and balances are irrelevant if they all take place in-game or on one device.
This has already happened with village name change and it *will* happen with clan names.
Spending your gems to do it over and over snd over will just make it more attractive to the malicious or mischievious.
