I've heard some repeat thoughts and questions, so I'll clarify to all here:
You Recruit from the Global Chat?! Use the Forums!!!
I open our clan up periodically to new members. I think the Forums are great, but there are plenty of newer players out there who are looking for a clan who aren't on the forums. They deserve a chance at a good clan. This is how I joined one in the beginning, and I appreciated it immensely.
Alternate Idea: Program in a minimum donation requirement
Sounds plausible, but I think less useful at solving the systemic problem, and maybe harder to identify an appropriate "minimum".
This would crush Request & Leave clans!
Supercell created an achievement (donating troops) to encourage people to team together, but some others have found a cheap workaround to cheese the achievement, and your argument is the cheese would be negatively affected? I'm unimpressed here. If anything, I think this is further reason to pursue this solution. Become a team player, find a group of friends to enjoy the game together with, don't find cheap ways to cheese the system.
Just cuz they leave your clan doesn't make them a hopper!
Exactly right. As someone else clarified earlier as well, trying out a clan, deciding you don't like it, then moving on is a different scenario. They may not keep their castle troops, but they'll pick up new ones in their next clan they try out.
This would cause a myriad of other problems, including the end of the world!
All kidding aside, I hear your concern that former "hoppers" would just stay longer in clans but not participate or participate minimally. However, Supercell has given us tools to manage these. Exclude them from wars until they prove themselves. Kick those who aren't donating (I do regularly). This change will give selfish players (hoppers) a much harder time not being a team player.

Just make an anti-clan hopper base.
If your clan has been around for 2 years, then you should have a solid core of 35+ members. Members who donate frequently and having a hopper or two join doesn't "hurt clan morale." Also what this guy said, recruit from the forums. Global is a cesspool, filled with 8 year olds and various other water trash. If you have a solid core, you can bring in low level players and if they suck, you have plenty of quality warrers to cover their attacks as they're not increasing your clan strength and thus opponents at all.
We recruited from the forumers until we got a solid 35 or so (recruiting from the forums does take a bit of time and spamming), and then when we hit 40+ members we let Supercell's algorithm for making our clan show up frequently from global searches do the rest. We only accept TH7s or below, and this is to give our other great warrers who are only TH6/7 a chance for bases for them to clean in war. If they're good (really, we're just looking for competent when we are getting them from global), we keep them around. If not, chopping always feels cathartic, haha.
We recently had a TH5 member who was clearly 6 yrs old and illiterate, but I was trying to be a nice person and just let him hang around and get troops, who knows maybe he'd be a warring savant and prove me wrong. When his first 2 war attacks occurred in the first 5 minutes and were both TH snipes halfways up the board, he was swiftly chopped (with a nice message I was happy to personalize for him). Thank God he did that, so we could get rid of him right away. Why on earth would we want to impose a "donate first, stick around for such and such a time to get troops" rule that would keep mouthbreathers like him around in our clan? We want the trash gone, so we can run a highly efficient and effective clan.
Well I feel ya, we also get a number of new members who don't always make the cut. Like you, I feel that's part of clan management.
That doesn't mean SuperCell can't program in simple solutions to make this a lot easier for us, AND a lot easier for new players to find decent clans.
The solution I've heard from a number of comments above is to just not recruit through the game itself, but I say that's a sad solution. I appeal to SuperCell's desire to grow in numbers and support new players - disincentivize selfish player activity which causes good clans to shut their doors to new members.
implement an achievement series for number of clans joined. Eventually clan hoppers will 5 star it & stand out like sore thumbs. Then admins just need to view the player stats to get a basic idea of the applicants intent.
