Is TH8 GoWipe any good for 3 star war attacks on fellow TH8 bases?

I've been reading a lot of conflicting views on the use of GoWipe, especially on it's use at TH8.

So I'd like to get some advice on when it's a viable option to turn to. For example what kind of bases to use it on, spells, alternatives like using Valks instead of PEKKAs, what level should the troops be at to make them effective etc.

Both pros & cons on the strategy would be very welcome folks.
