In short , only 20% of the total amount in your storages can be stolen and it is capped at 198k gold / elixir .
Only the amount that can be stolen. However, it is easy to just multiply the amount by 5 and multiply the TH penalty/bonus factor to know how much u have.

Yea, you are right. But i don't know why would ppl worry about whether others know how much they have or not.
If they see your base through matchmaking then they only see loot available.
If however, they look at your base either through your clan of via their revenge list (if you attacked them) then they can see how much you're storing (complete total)
I used to wonder this samething bad in day (back in the day in COC time).
