Just use normal strategies like GoHo, laloon, GoWiPe, or GoWiWi just on lower leveled bases.

Low royals requires a bigger tank. Better to take a maxed golem than bring a lv2 or 3 of your own. You'll have to look for weaker targets too. Stay away from maxed th9s, stay away from lv7 ads, stay away from enemy royals in the teens as well. Other good strategies to try are LoGoWiPe and GoWiVaLo. Those two strategies are almost identical, but they aren't built for the same base. Learn what works and what doesn't on different layouts. It takes time, but you'll get it eventually.
