I'll be moving up to a TH 8 relatively soon. Strictly from a war sense, would upgrading only offensive things and walls be worth it? Is TH 7.5 even a reasonable thing to do or should I just proceed developing my TH 8 normally?

get the third air defense and max it, then max the other two. Get the CC upgraded and walls bought and all new traps. LAB and barracks and DE stuff for elix since you dont get more camps and spells.
Sure, u will be one your way to maxing TH8 in no time like that, 7.1...7.2...7.5....7.75..7.999999

Make sure you have three lvl3 giant bombs too, with a double giant bomb somewhere inside between two defenses where hogs will trip both at once...and have multiple 2x8 spots that will appear empty before an attacker scouts. Those things will make you a hard target for enemy TH8's.
Get your dragons to lvl3 and hogs to lvl4 ASAP.
When I hit TH8 I had three builders on air defenses until they were maxed, and my other account, being a new TH8, currently has four builders doing air (defenses and sweeper)

I was a TH 9.5 and after a couple Wars (after patch/update) the new match making system ruins the ".5" attempts.
Basically, whatever TH level you are, that is what you will go up against and the NEXTing effort to raid villages for resources (or cups), you will see a change in that as well. I dropped all the way down to G3 to raid for resources, and out of 30 NEXT's, I might see one TH8; all the rest TH9 and TH10. So regardless what league you are in, the new system tries to find targets near your TH level....... in your case TH7 thru TH10, with most TH8 and 9.
I am a TH10 now.... and I have all 5 builders busy non-stop. I am buying every defense I can. TH9.5 Dead.

The .5 thing isn't about matchmaking for raids.
Yes, with the new matchmaking you mostly see town halls that are +/- 1 from your own. Or in the case of TH10, mostly TH9/TH10. This saves you from hitting next past lower TH levels where the loot penalty means you probably wouldn't attack them anyway.

I don't know how many bases I am starting to come across with no XBOWS or ITs ♥♥♥♥ and making tons of loot off them.
Whats even funnier is when you see people go for the whole .5 thing but they didn't even max out there previous TH.

The best you can do at th8 is this. Max all the "anti air stuff" (ADs, ATs, WTs, teslas, and the leafblower) then you will be ranked lower than guys who focus on cannons and mortars.
