Like I stated in the op, OR lower the percentage of loot when someone lowers down a league. For example; if a person is in crystal and they lower down to gold, then they only get 5% of loot. It will deter people from purposely lowering down a league just to make looting way too easy. What is challenging about that?
you are telling me I should spend hours making an army that can take on maxed th8 or 9,
while I can just spend 15 mins and make a barch army and raid some th7 or th6?
Who would do that?

This is actually a pretty idiotic idea. The idea is stupid, not saying the OP is stupid. So your telling me you see a weak th8 with collectors bursting with loot and you ignore it cause your "Not a cheap shot"? Listen to your logic, clash is about raiding resources, no matter what base you come across, if you find a person at or under your skill set your gonna attack them. That's like saying clash should be a game about tea and crumpets.
Plus everyone you find is near your townhall so either deal with it or stop playing. Plus your idea to drop loot for going down leagues will destroy the economy where if there's no inactives at all everyone spends the loot and the game clash we all know and love loses thousands upon thousands of players. That's thousands upon thousands supercell loses out when it comes to money.

Where have I posted about attacking different TH levels??? Read my post more carefully. I am speaking of lowering LEAGUES to loot. Once in crystal, there you stay. Once in gold, there you stay. If you DO lower leagues then you get a lower percentage of loot until you move back up to the league you dropped from. It will make looting more challenging. But I guess some dont like the challenge.

I mentioned the fact that townhalls attack closer to you cause you seem to be so whiney about it. Read my post, it will destroy clash.

Leagues are entirely based on trophies. Matchmaking is not based on leagues, either. It's based on actual trophy count (and also town hall level as of the latest update).
So when you say "lose and gain all the trophies you want," but also "stay in the same league," you do realize that this would have absolutely no affect on matchmaking, right? It would only affect the league bonuses you're able to get with every raid from then on. In other words, you could push to 3200 to get to champ and then drop down to 1000 cups. You'd be able to raid people at the 1000 cup range while getting the champ league bonuses.
