Seems to me they are underpowered. At least barbarians are useful as the first warrior in normal barracks but minions seem so rubbish. Is there any point to upgrading them or just a waste of DE?

Are you kidding me? Minions are extremely powerful
They take up barely any space, they're extremely powerful in small groups, and their power is greater than a barb or archer.
Balloonion, for one, uses minions for 2 reasons: Clean up and extra firepower. If balloons do well, minions completely shred through buildings. That's why balloonion is such a popular trophy pushing, farming, and hybrid strategy.
I use them all the time. They're great for killing the barbarian king with no fuss. They're great for picking off extra percentages. I've had a single minion bring in 100k that would have been left behind otherwise. They're really good paired up with balloons and lavahounds.
A better question is who doesn't use minions.

I use it in cc war...it good for def...minion + ballon very good for defeat gowipe...
