That was the case before clan perks and the same today. Clan perks didn't change this. I think your username is quiet accurate....
A max TH10 who gemmed has the same troops a max Th10 who didn't gem. This isn't pay to win, feel free to find another game if that's what you're looking for.
As far as the perk itself, it's for 35 troops. You still have the advantage of 240 Max level units.
To be fair, working a job for the money to gem is much harder then playing a video game whilst on the toilet...
When you gem a building, it essentially auto-builds and spends for you.
Granted, you don't get the XP that you would have from countless hours of donating and destroying town halls in raids, but the XP gain from building is the same.
I do find it odd how some people brag that they have the same base as people 10 levels above them, though, as if it's something to be happy about.![]()
As leader of my clan, and a high level player with maxed troops, this perk only helps to alleviate the fact that am one of the only people in my clan who is able to contribute to war donations. Allowing others to donate maxed troops before they have them, means that responsibility may be spread around a lot more.
