Making units/troops/whatever costs something. Skeleton Traps have a gold cost, Witches cost quite a bit of Dark Elixir and can only make so many skeletons at a time and only for that one battle.
If making a defence building that spawns troops, the logical thing to pay for it keep it from being OP is have it cost something. You can have an unlimited supply of 'troop material', but it all does you no good if you can't pay the cost to convert them to something usable.
And a Witch Tower? Why does it have to be a tower? How about a graveyard? Or Tomb?
First idea on what the defence building uses for an upkeep cost could be Dark Elixir. Though, arguments can be made for Elixir, since other undead troops (and normal troops) cost Elixir. Gold?... there isn't much of a solid reason there. The Skeleton traps cost gold out of convenience, since that has always been what traps always used, and coding in Elixir, while doable, might not be worth it.
Lastly, does it even fit theme? It would really push CoC to a more undead themed game, than a game of mixed fantasy troops. Also, is it really needed? What impact will it have to have troop spawning builds? And can't we have a different kind of troop low level troop spawning building, besides skeleton making? What about a troop type limited building that can only hold, say, a bunch of barbarians, and leave the buidlings steady amount, rather than all at once?

SC shouldn't even think about adding another defense until they add another troop/troop levels to go with it and balance it out. We got cannons level 13 and the air sweeper, and if you just keep adding defenses without troops it will get very unbalanced.

Maybe they might give max level Wizards real upgrade values, rather than the marginal increase they for being max level. That could help with the strong defend issue, right?

Skeleton traps are annoying enough, we don't need more. There is a reason why people lightning the cc witch over everything else...

Don't fight over how much skeletons the WT can spawn. I have a good idea.
Example there are 5 graves formed in it's range during that battle , then the witch uses her necromancy to spawn skeletons. So the amount of skeletons depends on the opponent.
This is how i thought those witches works !!! LOL

"internet people"?probably the 3rd dumbest thing I have seen on here. Although I like the idea perhaps a new troop to counteract this since the air sweeper basically screwed over air raids. This could potentially end a lot of wins. Perhaps post an idea of hitpoints for the tower. Also make it just 2 levels since the witches can go up 1 level. It just wouldn't seem right if you catch my drift.
