So, two positions ...
1. The farmers disagree with your premise that the idea of trading trophies for a shield is against the spirit or intent of the rules. It is certainly a different style of play than what you are proposing - but it could be completely intentional by the game designers.
2. Let's assume that your premise is correct - the goal of CoC should be to protect the TH at all costs. I don't think your "fix the star" system is the best solution for that. So, let's go with something a little different:
PROPOSAL: First, the TH could hold more loot. That would encourage players to protect their TH as they would a real storage structure. Could be 50% of what is available is actually in the TH (rather than a flat 1k). Farmer players would hate this, but it would change the focus of the game to protecting the TH. Also, perhaps a multiplier (as in Clan Wars) would help your perceived issue ... if you don't kill the Town Hall, then you only get 30% of the raided resources. (This makes farmers more offensive as you get much less for "collector raids" if you don't also get the Town Hall.)
Final thought: What you see as a game design flaw, others find as a tactic. Removing that tactic may upset more players than it helps.
