If you don't at least max out your troops, you will find yourself struggling to find loot. There's a loot penalty that forces you to take a fraction of the loot normally offered by lower level town halls. And that 5M gold for an inferno tower is a lot tougher to come by when your troops are only well enough equipped to hit a TH7

Rushing g is only a bad idea if you are not farming enough loot to finish walls at each th. If you farm enough to Max farmingtropps and Max your walls while working on your defences then push up.
If you not raid much then rushing will harm your progress.
Tldr: rushing is only bad if you are not getting enough loot to max walls and farming troops each level.
Best example is sports. You'll go from amateur to pro, unprepared.
Everytime you upgrade your th. You'll get loot penalty when you attack clashers below your th lvl. And all those not rushing will take all your loots because they have 100% loots to steal from you. If you keep rushing like you wanted to, you'll be facing tough bases with your baby troops. And your base is also prone to being wiped. Because of sh*tty defense levels. All your loots will be gone in no time. You'll dig your own grave faster the more rush you'll do. And you'll waste your time restarting from scratch.
So the basic idea about rushing being bad ties into the town hall loot penalty. It has been reinforced with the new match making in the recent update.
under the loot penalty you suffer reduced loot of 10% for 1 town hall below you, and 50% for 2 town halls below you. I.e. When a th9 attacks a th7 only half of the loot normally available to raid is offered. So instead of a 200k/200k raid it appears to be a 100k/100k raid.
this was reinforced with the new update because not only is the available loot penalized, but the match making system now tends to match equal town hall levels regardless of trophy count.
why this is bad, let's say you "rush" to th9. By rushing you only have level 4 troops and th6 level defences. You are playing "low" in the 1200 cup range. With that attack power you now need to raid and beat other th9's which often you won't stand a chance. You also have to defend against 220 space of level 6 troops, which you won't have a chance.
I think ink most players seem to think that getting a level 1 Xbow with level 5 archer towers and cannons is better than having all level 10 archers towers and cannons with no xbows. Thing is you don't really get better troops and defences because you to get the lower levels done first.
So so unless you really know what you are doing, rushing is very bad because you will have trouble getting loot then trouble keeping it.

If its something like rushing to th5 to th6 then it won't make really an impact. However repeatadly rushing town halls will end you up with a rubbish base, a premature base and it will make you lose every battle and you will find it a pain finding loot. Don't rush, trust me I had to buy gems to get myself out of the mess I was in.
A rushed offense makes it harder to farm, because you can really only profit off of townhalls one level below yours.

More to it then just the loot penalty.
And the absolute worst thing a rusher can do, assuming he wants to be a part of any legitimate war clan, is put down the bows. They always think this is the answer to their problems, when in fact it just creates a series of new ones. Bows hold extremely high weight in the matchmaking process- so you just made wars harder on yourself by doing this.
